AZERTY keeps switching to QWERTY on startup

Bug Description
In Ubuntu 14.04 and 14.10 the keyboard automatically switches from AZERTY to QWERTY when you login. This means that if you let Ubuntu go into standby, you will not be able to type in your password properly since the keyboard will be in QWERTY, and you have to make sure to manually switch back to AZERTY every time you login.
