Setting endpoint_type does not get apply for new users

Bug Description

When configuring an existing deployment, the documentation specifies to use endpoint_type when interested in using internalURLs from the service catalog.

Currently this is only applied for existing users, but not for new users created from the 'Users' context of a scenario. Whenever a task is run that create users, these users try to use the publicURL endpoint, instead of the internalURL.

    Sets new users' endpoint_type to default to admin's

    Previously users created by the Users context set by default the
    endpoint_type to consts.EndpointType.PUBLIC, but if
    const.EndpointType.INTERNAL was specified only it'd have applied
    to admin and existing users. This patch sets the endpoint_type to
    default to the admin's endpoint_type.
