Persist manage_menu tree cookie

This patch adds a link to manage_meu, next to "Refresh", that makes the tree-s cookie persistent. I find this rather invaluable, when paired with Mozilla's "bookmark This Group of Tabs..." feature, when working in the same project for several days in a row.

Incidentally I also colored the table with (C), Refresh and Save, because it was beginning to get confusing on the same background as the tree. I have no objections if when this patch is applied, the background color part is reverted.

wow, I'm surprised it still applies, or matters. I haven't used Zope myself in years.
