Bug Description

This is similar in effect to #1366928 and may have the same root cause.
When flashing the krillin using the MTK flasher tool as opposed to udf, on first boot adb shows offline and no amount of toggling the developer switch and setting new passwords change that.

The reason is that the android-tools-adbd script is triggered early enough (due to the watched property being "mtp, adb") that there's no password set up yet, so the script fails.

It will not be run again since the event "started lightdm" only fires once. Dropping that condition from start on fixes my issue but it may have other drawbacks.

the propertyservice needs to get the right initctl calls to stop/start the service

@pat, would appreciate an early milestone triage for this bug, so it can land smoothly in the next iteration.

this should be fixed by the fix to bug 1425523 (there is a general change of handling usb related services just landing in vivid)
