vandelay: importing items without circulation modifiers always fails

Bug Description
Evergreen release: master as of 2/19/15
When importing a MARC record with items using the Evergreen 852 export format, I receive an item import failure with a message that says "Import failed due to invalid circulation modifier." However, the record I was importing did not contain an 852g field. We need to be able to import item records that don't include the circulation modifier subfield.
I'm fairly sure the system was previously able to import records without the circ modifier subfield, even if this subfield was identified in the holdings import profile. Is it possible the new(ish) OU settings for a default circ modifier in Vandelay could be at play here?

I appear to be still experiencing this in 3.1-- even though I have set up the Default Circ Modifier under Vandelay in Library Settings.
