Control node should not be Active if it doesn't have bgp-router for self

Bug Description

In output of contrail-status the control node should not show up as
Active if it doesn't have a bgp-router object for itself. This will
detect configuration errors and also cover corner cases wherein the
control node doesn't get any configuration from the IFMap server.

Report status as non-functional if bgp-router for self is missing

Status is reported as non-functional based on router-id and ASN
information. This is done only if all expected connections are
up.

Also fix an issue wherein the deletion of the bgp-router did not
cause the router-id and ASN information to be reset.
