FFe: Sync znc 1.6.0-2 (universe) from Debian experimental (main)

[Justification for FFe]

I believe this update is necessary as it includes things which got missed out in the initial build, and fixes Debian policy violations.

Firstly, the `alias` module was added to znc 1.6.0, but was missing from 1.6.0-1.

As well, there were multiple Lintian errors (format for debian/copyright, fix multiple pkg-config-bad-directive and pkg-config-multi-arch-wrong-dir errors, fix debian-watch-may-check-gpg-signature lintian warnings). It also includes upstream patches that fix zncconfig distclean issues which had caused a fail-to-build in Debian.

ZNC is not depended on by any packages in 15.04 for building, and as such there is not an issue with breaking dependencies and such.

* diff of the upstream changelog: Not Necessary - this is not a new upstream version of the whole software, moreso minor revisions
* NEWS file: Not necessary, it doesn't help with the review.
* Build Log: I am currently running test builds in sbuild schroots and will attach the logs as they complete.

* Install log (amd64 tested):
  - Will be attached after testing in a VM.

Installation will be thoroughly tested. Note, however, that I personally use the same software here in Trusty without issue, and that the software itself runs flawlessly in all its glory in my 14.10 box in my DMZ as well. There should be no issues with Vivid, however if thorough testing is requested, I will be glad to do such tests.

Hello. At the time of this message, ZNC 1.6.0-2 has only just recently been uploaded to Debian, however it fixes Debian policy issues and includes modules that were missing from the build (but are present in the 1.6.0 tarballs). This request goes out due to my being subscribed to the ZNC notifications in Debian.

It also contains Debian Policy Violation fixes, and fixes multiple lintian complaints.

I knew I forgot something. Problem: requestsync doesn't work when the package was just uploaded to the Debian repositories - which had happened about an hour before I emailed - requestsync didn't see the updated package (hence why DateTime not Available is my entry put into the changelog there, until Debain updates).

Unfortunately, now that FeatureFreeze is in effect, this needs to be considered for an FFe.
