Missing "View Credentials" button in Horizon

Bug Description

Steps:

1. Login to Horizon Dashboard as admin user.
2. Navigate to Project -> Compute -> Access & Security page.
3. Navigate to "API Access" tab.

Expected to have three buttons on page:
- Download OpenStack RC File
- Download EC2 Credentials
- View Credentials

Actual results:
"View Credentials" button is missing.

This button exists as expected in Devstack Horizon.
