Bug Description
Fuel-OSTF nmanager(from fuel_health) should not fail tests if there are missing dependecies on OpenStack-aside projects.
Recent problem appears when i was trying to execute sanity checks using nose CLI tool. Issue came from nmanager which tries to create OpenStack service clients:
So, it does seem like nmanager initialization can cause problems during test execution agains non-fuel-based OpenStack environment.
Each client should try do import required module and return None if there's no such, but it should not fail tests.

Actually to run tests by nosestes utils in under current scope. So f you and to add such possibilities you should start from bp registration
