Bug Description

From time to time we get questions about why the notification publisher creates queues instead of just publishing to an exchange & topic. We should explain some of the background behind the current options and how to use them to achieve the desired configuration.

    Create a new FAQ page and add a few entries related to configuring the
    notifier.
