[dashboard] To switch environment at the catalog page need to click twice

[Ekaterina Chernova]

1) Create two environments
2) Go to application catalog page
3) Click on environment name to switch the environment

Expected result:

Environment selector is shown

Actual result:

Environment selector appeared only if clicked two times

    Make selectors work with single click

    Remove data-toggle="dropdown"
    since it's confusing bootstrap.
