Steps to reproduce:
1. Create env 5 Controllers 1Compute neutron VLAN
2. Gracefully shutdown one by one 3 controllers, wait 15 min
3. Start one of 3 controllers, wait 15 min
4. Launch instance

Expected result:
The instance will be created

Actual result:
The instance created with error status
