This is indented. /usr/lib/tmpfiles.d/00rsyslog.conf overrides the mode specified in /usr/lib/tmpfiles.d/var.conf.

So this this just cosmetical.

It's not, the warning is still there. (even though we have bug 1428540 and tmpfiles are broken for other reasons)

This bug still exists in 15.10 - if it is expected, it should not be producing a warning in syslog, as it contributes to accidentally glossing over actual issues that appear.
