documentation for nova-net to neutron migration

OpenStack Clouds based on the nova-network network model need guidance to perform a migration of this networking model to the neutron one.

    Add nova-network to neutron migration to networking guide

    Initial addition of the nova-network to neutron migration
    chapter. This is the RST version of Edgar's XML file originally
    submitted. I have also corrected some grammar and restructured
    the procedure list at the end to eliminate nested lists, as they
    aren't supported.

    Also fixed trailing whitespace and corrected nova->Compute and
    neutron->Networking.
