Using a recent version of Files (r1776) I find <Ctrl>- zooms out as expected. However to zoom in the shortcut <Ctrl>= works but not <Ctrl>Plus. This means on English keyboard layouts at least, you press the same key as "+" but without having to press the shift key.
However, <Ctrl>+ should also be made to work.
