[stats] statsenderd generates too much logs when postgres is unavailable

Intro:

I have just one running container - nailgun container. For 8 hours the statsender generated about 600 Mb of logs. It was logrotated 11 times.

Reason:

statsenderd could not connect to the postgres, so it prints a lot of logs.

    Statsenderd logging fixed

    On errors with DB connection statsenderd genearates huge logs.
    Waiting on such errors added.
