test_conntrack_disassociate_fip failed in gate due to timeout

It seems 15 secs timeout is too low for gate, we need to raise it.

    Raise timeout for test_conntrack_disassociate_fip

    It seems that 15 secs is not always enough, so raise the timeout to
    something guaranteed to indicate a failure.
