"Set date/time manually" settings doesn't persist between reboots

Bug Description

TEST CASE:
1. Go to system-settings / Date & time
2. Set "Set date and time" to "Manual"
3. Update the time
4. Reboot
=> Verify that date and time are correct and that the settings is still set to "Manual"

ACTUAL RESULT
It is set to automatic
