Before enabling "free desktop cuts to reduce breakage." The driver works correctly, but after applying, it stops working

Was tested on more than one machine, and tabs presented Bug!

As you can see the fps drop to only 60

But the change "Wait for vertical refresh" to "Performance" the driver back to work!

So I think it is a bug!
