admin_password inject failed in kvm

Inject "admin_password" info to instance's image with modifying the content of image not config_drive.

Instance booted successfully, but i got the log below:
2015-02-12 14:11:28.119 20000 WARNING nova.virt.disk.api [req-bebb329c-ee79-48d2-b800-e02e2e7ffbd5 189303f928574600af4f95a00f13c280 94b44a817f9a4c40a21b136de7cefee7] Ignoring error injecting data into image (Error mounting /var/lib/nova/instances/eb030d0d-2f39-453b-9faa-4bffaef2ee9c/disk with libguestfs (/usr/bin/qemu-system-x86_64 exited with error status 1.

And login failed when i use the password above.

Reproduce:
1. prepare environment:
With libvirt and kvm.
In nova.conf
inject_partition=-1
inject_password=true
2. Launch one instance with "admin_pass" configured.

I tried it after changing to "root" user. And it worked.
