Bug Description
Bug 1420900 tracks change to recognize the IANA assigned destination port
for received packets. After that has been fixed for a few releases, we can
switch to using the IANA assigned port when sending MPLS-in-UDP packets.
Note that we should accept the IANA assigned port as well as port 51234
on the receive side. This ensures interoperability with older releases
which use port 51234 to send packets. We can stop recognizing port 51234
for received packets after a few releases when all supported releases in
the field have switched to using the IANA port for send.

Since we fixed bug 1420900 in r2.01 we can fix this in 2.30.
Assumption is that 2.30 will not need to interoperate with
releases older than 2.01.
