Authorization fails with SSL exception connecting to keystone over https

Bug Description

When executing a keystone based workflow with keystone ssl enabled the ca cert is not being used to create the client. This means that all workflow executions requiring keystone actions fail with an SSL exception.

    Add ca cert parameter to call to create client for keystone action
     so that it can authenticate against keystone running on https.
