Public vip not started in time that leads to failed node deployment

Scenario:
1. Create cluster on Ubuntu in ha mode with neutron vlan
2. Add 3 nodes with controller roles
3. Add 2 nodes with compute roles
4. Deploy the cluster

Actual Result:
Deployment of the first controller failed
