Bug Description

http://172.18.66.221:8080/view/6.1_swarm/job/6.1.system_test.ubuntu.cluster_actions/28/testReport/junit/%28root%29/deploy_stop_reset_on_ha/deploy_stop_reset_on_ha/

Scenario:
1. Create cluster ha cluster
2. Add 3 node with controller role
3. Deploy cluster
4. Stop deployment
5. Reset settings
6. Add 2 nodes with compute role
7. Re-deploy cluster
8. Run OSTF

Actual result:
Deployment on one compute and one controller failed on puppet run(netconfig) with error:

INFO: set to incomplete for know, because there is no steps how to reproduce this.

Seems that the root of the issue is this bug - https://bugs.launchpad.net/fuel/+bug/1420885 that caused all this mess with wrong interfaces
