Bug Description
As long as we revert use new ntp-dev in Fuel, we should delete it from OBS. We could remain it in mirrors, but if we do so, we will forced to pinpoint version of ntp in current requirements-*.txt and it is bad. So, for delete specific version form req's we should delete ntp-dev from mirrors.
