Thanks for taking your time to report this issue and help making Ubuntu better.
From what I can see john does have a manpage, and it was displayed as expected when I tested with john 1.8.0-2 on Ubuntu Vivid.
Though from the additional information in your bug report it looks like john isn't installed (or registered as such) on your system. Could you double-check this?
