Add pluggable devstack

    Move the devstack configuration of ODL out of devstack proper and into
    the networking-odl project.

    ODL_MODE for plugin settings

    Ensure that enabling the plugin for devstack starts us in a working
    environment. Because there are a few different ways you might want to
    use ODL, provide an ODL_MODE (which can be overridden by developers in
    their localrc) to set up the services that are needed.
