Add-in reports error Could not load WebP library, but WebP plugin is installed

Bug Description

Pinta 1.6 from pinta-daily PPA on Ubuntu 14.04.

1. Add-ins | Add-in Manager
2. Gallery tab.
3. File Formats | WebP and Install it.
4. Close Pinta (don't know if this is required).
5. File | Open and point to test.webp file.
Error is displayed "Could not load WebP library".

It looks like this plugin is not installed successfully or something.

From what I remember, the WebP plugin tries to use the system's WebP library on Linux (e.g. apt-get install webp).

Can you check if that works? (and if so, the error message should be improved to be more descriptive).

I did the following:
1. Pinta uninstall WebP plugin and closed down Pinta.
2. Install WebP: sudo apt-get install webp
3. Open Pinta and install WebP plugin.
4. Close Pinta and reopen it (don't know if this is required).
5. File | Open and "Could not load WebP library" pops-up again.
