Lost settings for second network in /etc/cobbler/dnsmasq.template after restart the cobbler container

Bug Description

If MULTIPLE_NETWORKS=true , in the 'cobbler' container /etc/cobbler/dnsmasq.template contains settings for two different networks after Fuel master node deployed.

But after restarting the 'cobbler' container, settings for only one network left in this template. This causes dnsmasq to not operate with nodes from the second network.

that is expected behaviour, quote from docs (http://docs.mirantis.com/openstack/fuel/fuel-6.0/file-ref.html#dnsmasq-template-ref):

Note that the dnsmasq.template file is managed by Puppet so all changes are overwritten/removed when the Puppet container is restarted or the Fuel Master node is rebooted.
