    Enable BIOS bootmenu on AMI-based images

    This change tells libvirt to enable the BIOS bootmenu if the image
    metadata (property-name "hw_boot_menu") or flavor extra spec
    (name "hw:boot_menu") is configured to allow it.

    In cases where both the image metadata and Extra Spec are set, the
    Extra Spec setting is used. This allows for flexibility in
    setting/overriding the default behavior as needed.
