How to reproduce:
1 Create any environment.
2 On network settings tab select check-box for public network (Use VLAN tagging), type 555, save settings.
3 Reload the page into browser (Ctrl+F5)
4 Remove check-box for public network (Use VLAN tagging), do not save settings.
5 Reload the page into browser (Ctrl+F5)
6 Remove check-box for public network (Use VLAN tagging), and save settings.
7 Reload the page into browser (Ctrl+F5)

Public network settings will be displayed under storage or management network settings.
