There are no logs after request to Ceilometer API

Steps to reproduce:

1. Create env with parametres:
mode multinode
nodes: 1 controller + Mongo, 1 compute + Ceph
Ubuntu 12.04
enabled Ceilometer, Ceph for volumes, Ceph for images

2. ssh to controller node

3. use command: # . openrc && ceilometer alarm-create --name qwe -m cpu --threshold 10

Expected result: Logs after requests to Ceilometer API are existed.
Actual result: Logs after requests to Ceilometer API are not existed.

The same problem in HA mode too.

Logs like "192.168.0.1 - - [11/Feb/2015 12:43:42] "GET /v2/alarms?q.field=enabled&q.op=&q.type=&q.value=True HTTP/1.1" 200 2018" doesn't contain word "ceilometer", so syslog considers them as non-ceilometer logs and puts them into /var/log/messages.

We've tried to change format for openstack.common.log and direct configuration use_syslog_rfc_format=True. It seems like a problem could be not at ceilometer side. Possible problem could appear from https://bugs.launchpad.net/fuel/+bug/1284867. Anyway, logs are present in /var/log/messages, so they could be found. This issue need further research, but it has medium priority, so it should be fixed for next release.

No longer fixing Medium bugs in 8.0, thus closing as Won't Fix. Marked 9.0 as affected just in case, so that we don't forget about this.

Check this bug on MOS 8.0 environment: logs after requests to Ceilometer API are obviously existed. On master in Ceilometer we also do not have such problem so will switch bug to Invalid state.

Do not hesitate to change status back if it appear to be valid for any reason.
