Steps to reproduce:
1. Create env with parametres:
mode multinode
nodes: 1 controller + Mongo, 1 compute + Ceph
Ubuntu 12.04
enabled Ceilometer, Ceph for volumes, Ceph for images
2. ssh to controller node
3. use command: # . openrc && ceilometer alarm-create --name qwe -m cpu --threshold 10
Expected result: Logs after requests to Ceilometer API are existed.
Actual result: Logs after requests to Ceilometer API are not existed.

The same problem in HA mode too.
Logs like "192.168.0.1 - - [11/Feb/2015 12:43:42] "GET /v2/alarms? q.field= enabled& q.op=&q. type=&q. value=True HTTP/1.1" 200 2018" doesn't contain word "ceilometer", so syslog considers them as non-ceilometer logs and puts them into /var/log/messages.
