libgtkmm-2.4-dev is older than what it's dependencies need

Bug Description

When installing libgtkmm-2.4-dev, some dependencies are installed as well.
Some expect a newer version of libgtkmm than what is installed. Therefore configuring source packages that rely on libgtkmm fails and compilation is not possible.
Typing "/usr/bin/pkg-config --print-errors gtkmm-2.4" in the terminal produces the following output:

Package 'atkmm-1.6' requires 'glibmm-2.4 >= 2.36' but version of glibmm-2.4 is 2.32.1

After changing the minimum version required in , also pangomm has the same problem.
Output of "/usr/bin/pkg-config --print-errors gtkmm-2.4" again:
Package 'pangomm-1.4' requires 'glibmm-2.4 >= 2.36.0' but version of glibmm-2.4 is 2.32.1
