Ansible Neutron module times out when client's instantiated

When running the Tempest playbook with this patch (https://bugs.launchpad.net/openstack-ansible/+bug/1418122) applied, the next error is the neutron module timing out when the API client is being instantiated.

This has already been fixed in master (https://github.com/stackforge/os-ansible-deployment/commit/60d6d0ff617847551eed1a6e8245c4c8f8661df5?diff=unified), but there isn't a bug in Launchpad as we were in transition from GitHub Issues when this was addressed.

I'll be re-submitting the patch so this can be merged into the Juno branch and so that the latest 10.1.2 RC tag can be rebuilt.
