indicator-bluetooth misses control to configure initial bluetooth status

Bug Description

besides the existing control of the current status a control to set the initial status of bluetooth would be great. This avoids the need to turn off bluetooth at every system start/login.

that's bluez bug #446657 or similar, the status should be stored and restored
