GPS toggle not really in sync with the location service

From time to time after rebooting the phone the indicator-location gets in a weird state that shows GPS as disabled, even though it's enabled and used by the service when requested, giving the impression it's not in sync with the real state from the service.

phablet@ubuntu-phablet:~$ sudo ubuntu-location-serviced-cli --bus system --get --property does_satellite_based_positioning
Location service does satellite based positioning.

And I can see the GPS being used in logcat as well.

Not sure if relevant, as I get that at every reboot.

I have a similar, though not identical, problem on my BQ phone, location icon in the taskbar disappears sometimes even though location via wifi is enabled, it usually happens when turning on flight mode and then turning it off, and sometimes the icon fails to show after reboot too.

Rebooting the phone fixes this problem and brings the icon back to the taskbar, but not always, today I needed to reboot twice to get the icon again.
