windows: the default language does not use the windows display language value

Bug Description

Inkscape should use the display language value for setting the default language instead of using the value on the basis of the format value.
We are living in germany and would like to set the format and location in windows "region and language" to germany but we set the display language to english for our english speaking clients.

A workaround would be to install inkscape with a preconfigured language, but I did not found a command line parameter for installing that msi-package (inkscape 0.91) silently with a special language.
A second workaround would be to deploy a preferences.xml with predefined language in C:\ProgramData\inkscape for all users and inkscape could use that file at the first start. But it seems to be not implemented...
