Setting Time Format to AM/PM from System Settings has no effect

Bug Description

Wingpanel shows time in 24hr format incorrectly, when attempting to toggle System Settings->Date & Time-> Time Format from AM/PM to 24h then back to AM/PM the time format doesn't update to reflect toggle., it stays in 24h format the entire time.

Also here - changing from AM/PM to 24h from datetime shown in wingpanel has no effect.
Fresh installled Freya Stable 64bit.
Conky widgets show correct format 24h
System settings>date&Time shows correct 24h but wing panel still show AM/PM

SOLVED: system settings>Language&Region : language installation was not completed.

Did that and then installed my language (danish) and ticked the numbers and dates to be "danish" while keeping system settings "english".
Then log out/log in - result time is correct 24h

Added: Login screen still shows AM/PM.
I guess its because system language is still english though Language & region>Numbers & dates is set to (Danish).
"Apply for login screen, guest account and new users" was triggered when I did that setting - but has had no effect.

Still, above description solved the main problem for me.

Pc is a HP compag 6000 pro SFF - some six years old. elementary lightning fast running..:)
