Bug Description

Steps to reproduce:

1. Deploy masternode using 6.1 build 92 ISO.
2. Deploy Ubuntu+Neutron(GRE)+Ceph(everything).
3. Deployment fails on first controller on installing Apache for radosgw(http://paste.openstack.org/show/165793/) and handling some parameters for neutron(http://paste.openstack.org/show/165794/).

The core problem that bvt and smoke tests passed:

The Ceph issue looks to be the same problem as this bug: https://bugs.launchpad.net/fuel/+bug/1412446.
