[osci] split auto build into independent rpm and deb builds

Please split current job
http://osci-jenkins.srt.mirantis.net:8080/job/autobuild-master/

into two jobs: one for building RPMs and another for building DEBs from OpenStack master. Please keep the autobuild-master job and use it to trigger these two new jobs. So overall the new workflow should look like that:

autobuild-master ->
    <new job for RPMs> ->
        autobuild-master-rpm openstack/nova
        autobuild-master-rpm openstack/heat
        ....
    <new job for DEBs> ->
        autobuild-master-deb openstack/nova
        autobuild-master-deb openstack/heat
        ....

Here 'autobuild-master-rpm' and 'autobuild-master-deb' are the very same jobs as they are today, except maybe you would like to rename them in the process.
