[ui] Deploy Changes dialog invalid markup

Please see an attached screenshot. There are two markup issues I found.

1. 'Please note that environment settings and node configuration will be locked after deployment' warning is shown in red for new environment. But it's definitely not an error, just a notification.

2. Deploy button has red color too. But there are no node configuration errors in enviroment, recommendations only. The button should has green background in this case.
