Bug Description
In Horizon, if the Policy Rule is updated by changing its Policy-Action, then:
1. It errors out (refer the snapshot Horizon_
2. The Polic-Rule gets removed from the display (refer the snapshot Horizon_
Verified the backend using CLI:
1. Found that PR did get successfully updated to the new Policy Action
2. The PR does exist too
