GBP UI: no option to edit editable attr of Policy Action

Bug Description
In Horizon, the if a "REDIRECT" action-type of GBP Policy Action is created, there is no option to edit its editable attributes:
1. action_value.. say you created the Acion with REDIRECT as type without associating any action-
2. Now user creates a SC-spec and wants to associate it to the above Action.. He cannot do it

For Action type Redirect, the action value is a mandatory attribute. This has to be validated on the gbp server.
