[staging] MOS 6.1 failed to deploy HA cloud with CentOS and Neutron VLAN

Looks like some automated tests failed during the deployment of OpenStack cloud with CentOS, HA mode, with Neutron VLAN.

    Fix heat-engine check in pacemaker config (detail)
    Rework report-exporter (detail)

    Add comment about check_puppet_logs() method. (detail)

Looks like the issue not reproduced and we can't find the root of the issue, but it was fixed somehow.
