Create new package for fuel-stats exporter

Create 2 packages from this code:

1. https://github.com/stackforge/fuel-stats/tree/master/analytics/static as fuel-stats-static, which is frontend
2. https://github.com/stackforge/fuel-stats/tree/master/analytics except static subfolder as fuel-stats-analytics, which would be used for export data to external sources.
