dpkg trigger cycle detection was an experimental feature in Debian, and subsequently Ubuntu, was has now been removed from dpkg. Therefore, this bug report is no longer valid and I'm marking it as such.

affects 16.04 upgrade, guess this distribution ain't getting released if this won't get fixed.

Happened in this upgrade, but not in a previous upgrade on another computer

In fact this is the first time in 11years an upgrade failed with this error.

Upgrade from 16.04 to 18.04

ealthuis, please file a new bug report with ubuntu-bug dpkg

This will collect logs that could help diagnose the situation.
