Make topdown.py obey private method convention

Bug Description

In congress/policy/topdown.py, there are a bunch of private methods that do not begin with the underscore. The private methods start with the comment "# Internal implementation" and end at the comment "# Routines for specialization". We should change all of these to begin with an underscore.
