swift-all play does not result in full rsyslog reconfiguration

The swift-all play doesn't result in the following two actions which are needed:

1) The storage hosts should have /etc/rsyslog.d/51-openstack.conf regenerated in order to ensure that the swift service logs are passed through to logstash for processing.
2) The infrastructure hosts should have their /etc/rsyslog.d/51-openstack.conf regenerated in order to ensure that swift-proxy logs are passed through to logstash for processing.

Item 2 can be worked around by executing playbooks/infrastructure/rsyslog-config.yml after executing the swift-all playbook.

    Re-generate rsyslog conf after all swift plays

    Adjust swift-all playbook to re-generate the openstack.conf for rsyslog
    such that all swift logs are included and forwarded to logstash
    appropriately.
