Bug Description
Installed version: 7.0.1.0
Action:
1. Generated schedules
2a. Attempted Validate by Department
2b. Also attempted individual schedule validation
Expected behavior:
1. Schedule to be confirmed and state to change from Draft to Confirmed
2. Ability to lock schedule
Actual behavior
1. No change in records
