Cell type in “nova-manage cell create” is different from what is used in nova.conf

Bug Description

The cell_type option is defined in nova.conf as “api” or “compute”.
However, when creating a cell using “nova-manage” the cell type “parent” or “child” is expected.
nova-manage cell_type should be consistent with what is allowed in nova.conf.

I'm not sure I would actually consider this a bug. Allowing api/compute is a fine change, but I think parent/child is better terminology in this context. I would actually rather that api/compute be renamed but that's a harder change to make.

    Change cell_type values in nova-manage

    The option “cell_type” in nova.conf was introduced with the
    deprecation of “compute_api_class” option. It specifies the
    cell type as “api” or “compute”. However, when creating a cell
    using “nova-manage” the cell type “parent” or “child” is expected.

    This patch changes “nova-manage” to accept the cell type “api” and
    “compute”. Cell type “parent” and “child” are still accepted.
